Provisions of Clause 21 of House Agreement.
Recommendation:
3. The claim being pursued before the Court by the S.R.C. is that
the General Officers have failed to comply with the provisions of
the House Agreement.
This claim necessarily gives rise to an interpretation of Clause
21 and specifically sub Clause 5.
Clause 23 of the said agreement states "Any dispute regarding the
interpretation of this Agreement will be referred to the agreed
Arbitrator for settlement."
As it is obvious to the Court that there is a dispute in relation
to the interpretation of Clause 21 and as Clause 23 sets out the
procedure for dealing with such disputes the Court recommends that
Clause 23 be now brought into operation."

Background:
2. Following a Labour Court hearing held in Dublin on 29th
September, 1986, to investigate the above dispute, the Court
issued the following recommendation.
RECOMMENDATION:
