Recommendation:
3. The Court cannot find any reference to privitisation of
services in Section 2, Paragraph 11 of the Programme for National
Recovery.
To settle this dispute the Court recommends, on industrial
relations grounds, that as an alternative to contracting out, the
disputed route should be manned by staff redeployed from
non-essential services.

SUBJECT:
1. Claim, by the Union that the privitisation of a refuse
collection route is in contravention of Paragraph 11, Section 2,
of the Programme for National Recovery.
BACKGROUND:
2. The Court investigated the above dispute on 22nd April, 1988.
The following is the Court's recommendation.
RECOMMENDATION:
3. The Court cannot find any reference to privitisation of
services in Section 2, Paragraph 11 of the Programme for National
Recovery.
To settle this dispute the Court recommends, on industrial
relations grounds, that as an alternative to contracting out, the
disputed route should be manned by staff redeployed from
