Recommendation:
3. The Court, considers that the Board alone should decide what
level and grade of staff is required in the new unit and in the
home. The Court is not prepared to assume responsibility for such
matters and does not therefore recommend any change in the Board's
proposals in this regard.
The Court notes however that the Board's proposal adversely effect
the income of the claimants and recommends that a lump sum
equivalent to 104 weeks loss of earnings be paid on implementation
of the new working arrangements.

2. Further to the Courts investigation of the matter on 20th
September, 1988, the following is the Court's Recommendation:-
RECOMMENDATION:
3. The Court, considers that the Board alone should decide what
