Recommendation:
7. The Court is satisfied that the Company's proposals
constitute the implementation of normal recording procedures in
the context of a maintenance section, and accordingly recommends
that the Union accept and implement these proposals.

SUBJECT:
1. Dispute over the Company's proposal to introduce planned
maintenance sheets and time sheets.
BACKGROUND:
2. In March, 1988 the Company first raised the issues of
introducing time sheets and planned maintenance sheets with the
Union. On the question of time sheets the Company requested that
the maintenance personnel (5 fitters and 4 electricians) record
the individual machine number instead of the general cost centre
number after work had been completed on the machine, to enable the
Company to analyse specific equipment as part of its cost control
measures.
3. In relation to the planned maintenance sheets the Company
wanted the workers to list work done in a sequence and indicate
areas where further work is required. In practice they do the
work, carry out inspection and update the supervisor verbally on
the conditions of the machines.
4. The Union indicated that they were not against the changes per
se, but, considered that there was an element of increased
productivity in the proposed changes and that negotiations should
commence on a compensatory package. The Company denied that any
savings would accrue and refused to enter into negotiations
accordingly. The matter was referred to the conciliation service
of the Labour Court on 29th August, 1988. A conciliation
conference was held on 27th October, 1988. As no agreement was
possible both parties consented to a referral to the Labour Court
for investigation and recommendation. A Court hearing was held in
Carlow on 28th February, 1989.
