Recommendation:
3. Having considered the submissions and examined the
relativities the court is of the view that the differences
between the grades in the organisation is excessive and
accordingly recommends that the Industrial Relations Officer's
scale should be 75% of a Division Head and an assistant I.R.O.
scale 75% of that of an I.R.O.
This recommendation comes within the terms of P.E.S.P. and
appendix A thereof.

PARTIES: LOCAL GOVERNMENT STAFF NEGOTIATIONS BOARD
AND
MANUFACTURING SCIENCE FINANCE
SUBJECT:
1. Claim on behalf of industrial relations Officer (I.R.O.s) and
assistant I.R.O.s for regrading.
BACKGROUND:
2. The background and the parties arguments are the same as
those contained in Labour Court Recommendation No. 13213. In that
recommendation the Court found that the claim was covered by Para
3.5 of the Elaboration of Clause 3 of the Agreement on Pay in the
Public Service. The Court did not recommend on the claim at that
time. It stated, however, that the claimants could re-submit the
claim after 31st March, 1991 if they so wished. The Union
subsequently wrote to the Court requesting a recommendation on the
merits of the claim.
RECOMMENDATION:
