1.Cost of Living Pay Increase
BACKGROUND:
2.This dispute could not be resolved at local level and was the subject of a Conciliation Conference under the auspices of the Workplace Relations Commission. As agreement was not reached, the dispute was referred to the Labour Court on the 17 January 2023, in accordanceaccordance with Section 26(1) of the Industrial Relations Act, 1990. A Labour Court hearing took place on the 5 September 2023.
RECOMMENDATION:
The Court has given careful consideration to the written and oral submissions of the parties. The Court takes account of the commitment of the parties, including as evidenced at the hearing of the Court, to find agreement on the issues in dispute notwithstanding the challenges faced by both parties. Having regard to all of the circumstances outlined to the Court at its hearing, the Court recommends that the following should be accepted in full and final settlement of the issues in dispute: •That a once off payment in lieu of retrospection equivalent to the value of 5% of pay from July 2022 to the date of acceptance of this Recommendation should be made to each worker. This payment should be made in the form of tax-fee vouchers as far as possible subject only to Revenue approved limits.•That a pay increase of 5% be applied to the rate of pay of each worker with effect from the date of acceptance of this Recommendation. •That the parties should engage in good time prior to the end of 2023 in order to agree the pay arrangements to apply in 2024.
The Court so recommends.
