The Workplace Relations Commission (WRC) today published its Annual Report for 2024.
In welcoming the Report, Mr. Peter Burke T.D., Minister for Enterprise, Tourism and Employment said:
“The Annual Report for 2024 highlights the WRC’s strong delivery across all services provided to the public including inspection, the provision of information, conciliation, adjudication, mediation and other advisory services. In the Programme for Government, there is a firm commitment to support the central role played by the Workplace Relations Commission and the Labour Court in industrial relations and employment matters.”
Minister Burke added,“The WRC continues to play a critical role in ensuring that employment rights are upheld for all, recovering over €2 million in unpaid wages on foot of 5,156 inspections completed during 2024. The WRC plays a leading role in contributing to the harmonious industrial relations climate we enjoy, with data for conciliation services showing an 85% success rate.
Strong and well-functioning industrial relations institutions are an important and very valued element of our economy, supporting and promoting fair wages, particularly in low paid sectors. Collectively bargained agreements also play a positive role in increasing productivity for businesses.”
Alan Dillon T.D. Minister of State for Small Business and Retail at the Department also welcomed the Report, adding:
“The importance of the WRC is evidentin the demand for its services with 59,400 calls to its information services, and over 4 million website views.
Commenting on the WRC’s Digitisation initiatives, Minister Dillon added, “I welcome that the WRC continued with its digitisation ambitions, introducing the second phase of its Robotic Process Automation, in 2024 along with launching its eComplaint form.”
Dr David Begg, Chairperson of the Board of the WRC commented:
"The WRC continued to perform strongly in 2024, and its Annual Report for the year demonstrates the effectiveness of the WRC across the entire range of services it provides.
Our aim is to continuously improve our offering to our stakeholders, and we are very grateful for the trust and confidence they repose in us.”
Ms Audrey Cahill, Director General of the WRC, said:
"The Annual Report 2024 offers a reflective overview of the year, highlighting our key achievements and milestones throughout 2024. It also provides a glimpse into the strategic planning currently underway, which is designed to propel the organisation forward and ensure the effective delivery of our vision—all while meeting the statutory obligations set out in our purpose.
We remain responsive to the evolving demands placed on our services across all divisions. By closely monitoring socioeconomic trends and the ongoing expansion of employment rights, we continue to adapt and align our efforts to meet the changing needs of those we serve."
Ms Cahill concluded by thanking the Minister, our parent Department, the Workplace Regulation and Economic Migration (WREM) Division and all WRC Stakeholders for their support throughout the year.

Information Services:
Over 59,400 callers were helped by the WRC’s Information and Customer Service staff providing information on employment, equality, or industrial relations matters. There were over 4.3m pageviews of the WRC’s website.
Inspections:
A total of 5,156 inspections were completed in 2024 with €2.15m recovered in unpaid wages. Successful prosecutions were up 27% on 2023.
Adjudications:
The WRC saw an increase of 6% in Adjudication Hearings offered in 2024 compared to 2023. In total, 9,054 Adjudication files were offered a hearing in 2024, an average of 180 per week.
Conciliation Service:
The WRC’s Conciliation Service was involved in the resolution/prevention of a number of high-profile disputes. Its success rates remain high and continues to be above 85%.
The new Public Service Agreement 2024- 2026 was agreed as a successor agreement to Building Momentum. This followed two months of intense negotiations between the Government and the Public Sector Trade Unions/Associations at the WRC.
Mediations:
The WRC pre-adjudication mediation service delivered a total of 894 mediations in 2024, which is a 14% increase compared to 2023.
Code of Practice:
The Code of Practice on the Right to Request Remote and/or Flexible Working was published on 7 March 2024.
Outreach:
WRC staff across all Divisions, attended over 60 outreach events involving a range of schools and colleges, enterprise bodies, business and employee representative bodies and state bodies. These events are a very useful and important method of engaging with the public to provide information on WRC services.

D’fhoilsigh an Coimisiún um Chaidreamh san Áit Oibre (CCÁO) a Thuarascáil Bhliantúil don bhliain 2024 inniu. Ag fáiltiú dó roimh an Tuarascáil, dúirt an tUasal Peter Burke T.D., an tAire Fiontar, Turasóireachta agus Fostaíochta:
“Leagann an Tuarascáil Bhliantúil don bhliain 2024 béim ar sheachadadh láidir an CCÁO ar fud na seirbhísí go léir a chuirtear ar fáil don phobal lena n-áirítear cigireacht, soláthar faisnéise, idir-réitigh, breithnithe, idirghabháil agus seirbhísí comhairleacha eile. I gClár an Rialtais, tá tiomantas daingean ann tacú leis an ról lárnach atá ag an gCoimisiún um Chaidreamh san Áit Oibre agus ag an gCúirt Oibreachais i gcúrsaí caidrimh thionsclaíoch agus fostaíochta.”
Dúirt an tAire Burke freisin, “Leanann an CCÁO de ról ríthábhachtach a bheith aige chun a chinntiú go seastar le cearta fostaíochta do chách, ag aisghabháil os cionn €2 mhilliún i bpá neamhíoctha ar scór 5,156 cigireacht a críochnaíodh le linn 2024. Alan Dillon T.D. Chuir an tAire Stáit do Ghnóthais Bheaga agus Mhiondíola sa Roinn fáilte roimh an Tuarascáil freisin, ag cur leis:
“Tá tábhacht an CCÁO soiléirsan éileamh ar a sheirbhísí le 59,400 glao ar a sheirbhísí faisnéise, agus os cionn 4 mhilliún amharc ar a suíomh gréasáin.
Agus é ag trácht ar thionscnaimh Dhigitithe an CCÁO, dúirt an tAire Dillon, “Fáiltím roimh leanúnachas an CCÁO lena uaillmhianta digitithe, ag tabhairt isteach an dara céim dá Uathoibriú Róbatach Próiseas, in 2024 mar aon lena fhoirm gearáin leictreonach a sheoladh.”
Dúirt an Dr David Begg, Cathaoirleach an Bhoird den CCÁO:
"Lean an CCÁO ar aghaidh ag feidhmiú go láidir in 2024, agus léiríonn a Thuarascáil Bhliantúil don bhliain éifeachtacht an CCÁO thar an raon iomlán seirbhísí a sholáthraíonn sé.
Is é an aidhm atá againn ná ár dtairiscint dár bpáirtithe leasmhara a fheabhsú go leanúnach, agus táimid an-bhuíoch as an muinín agus an t-iontaoibh atá acu asainn.”
Dúirt an tUasal Audrey Cahill, Ard-Stiúrthóir an CCÁO:
"Tugann Tuarascáil Bhliantúil 2024 forbhreathnú machnamhach ar an mbliain, ag cur béime ar ár bpríomhghnóthachtálacha agus garspriocanna le linn 2024. Tugann sé léargas freisin ar an bpleanáil straitéiseach atá ar bun faoi láthair, atá deartha chun an eagraíocht a chur ar aghaidh agus a chinntiú go seachadfar ár bhfís go héifeachtach—agus ag an am céanna na hoibleagáidí reachtúla atá leagtha amach inár gcuspóir á gcomhlíonadh againn.
Táimid fós freagrúil do na héilimh athraitheacha a chuirtear ar ár seirbhísí thar gach rannán. Trí mhonatóireacht ghéar a dhéanamh ar threochtaí socheacnamaíocha agus ar leathnú leanúnach na gceart fostaíochta, leanaimid ar aghaidh ag oiriúnú agus ag ailíniú ár n-iarrachtaí chun freastal ar riachtanais athraitheacha na ndaoine ar a bhfreastalaímid.

Seirbhísí Faisnéise:
Chabhraigh foireann Faisnéise agus Seirbhíse do Chustaiméirí an CCÁO le breis agus 59,400 glaoiteoir trí fhaisnéis a sholáthar maidir le fostaíocht, comhionannas, nó ceisteanna caidrimh thionsclaíoch. Bhí os cionn 4.3m amharc leathanaigh ar shuíomh gréasáin an CCÁO.
Cigireachtaí:
Críochnaíodh 5,156 cigireacht san iomlán le €2.15m aisghafa i bpá neamhíoctha. Tháinig ardú 27% ar na hionchúisimh rathúla in 2023.
Breithnithe:
Tháinig méadú 6% ar Éisteachtaí Breithnithe an CCÁO i 2024 i gcomparáid le 2023. San iomlán, tairgeadh éisteacht do 9,054 comhad Breithnithe in 2024, 180 ar an meán in aghaidh na seachtaine.
Seirbhís Idir-réitigh:
Bhí baint ag Seirbhís Idir-réitigh an CCÁO le réiteach/cosc ar roinnt díospóidí ardphróifíle. Tá a rátaí ratha fós ard agus leanann siad de bheith os cionn 85%.
Comhaontaíodh Comhaontú nua na Seirbhíse Poiblí 2024-2026 mar chomhaontú comharba ar Móiminteam a Thógáil. Tharla sé seo tar éis dhá mhí de dhian-idirbheartaíocht idir an Rialtas agus Ceardchumainn/Cumainn na hEarnála Poiblí ag an CCÁO.
Idirghabhálacha:
Sheachaid seirbhís idirghabhála réamhbhreithnithe an CCÁO 894 idirghabháil san iomlán in 2024, méadú 14% i gcomparáid le 2023.
Cód Cleachtais:
Foilsíodh an Cód Cleachtais maidir leis an gceart chun Cianobair agus/nó Obair Sholúbtha a Iarraidh ar an 7 Márta 2024.
For-rochtain:
D’fhreastail foireann an CCÁO ar fud an Rannáin go léir ar níos mó ná 60 imeacht for-rochtana a bhain le raon scoileanna agus coláistí, comhlachtaí fiontair, comhlachtaí ionadaíocha gnó agus fostaithe agus comhlachtaí stáit. Is modh an-úsáideach agus tábhachtach iad na himeachtaí seo chun dul i dteagmháil leis an bpobal chun faisnéis a sholáthar ar sheirbhísí CCÁO.
Straitéis Dhigiteach:
Soláthraíonn an fhoirm ghearáin nua ar líne níos mó solúbthachta agus cuireadh ar fáil don phobal í i Meán Fómhair 2024. Tagann an tairseach gearáin seo in ionad na seanteicneolaíochta den fhoirm iarratais roimhe seo a bhí deacair do go leor daoine a úsáid agus nach raibh rochtain ag go leor úsáideoirí seirbhíse uirthi.
